The Dolphins signed Bell, who had used his maximum three practice squad elevations, and released linebacker Andre Carter II, who was poached off the Lions practice squad on Nov. 5 but did not appear in a game for Miami.

Coach Mike McDaniel is benching starter Tua Tagovailoa and replacing him with rookie Quinn Ewers, according to multiple reports.
